Human Capital Investment Dr. Vanessa Y. Stuart Human Capital Investment (HCI) increases reentry success of minority male youth offenders by creating viable employment options. HCI provides a unique vocational development experience that empowers them to leverage their strengths to address the critical needs of Charlotte, specifically lack of locally grown food, health disparities, and affordable housing.
